Even the Sidewalks are Smiling!

These started appearing on the sidewalks of Second Avenue last week. They are "monitoring wells." I have no idea what they are monitoring but it may have something to do with the construction of the Second Avenue subway. Isn't the design wonderful? The similarity to the ubiquitous smiley face had to be intentional. If it wasn't...I don't want to know.
